When a defective or damaged note was discovered in the printing process at the Bureau of Engraving and Printing, the damaged note was destroyed and a note with a STAR next to the serial number was used to replace the damaged note. Therefore, the appropriate number of notes was still able to be delivered to the Federal Reserve Banks. These notes, in many cases, are quite rare, and very much sought-after. Start a collection by denomination, by year of issue, or by Federal Reserve Bank. There is so many ways to enjoy these elusive notes!
There were over 65 million issued in 1940. It would be nice to know how many are rated as MS66+ with full ribbons.
